Mr. Sin has worked in the Government of the Hong Kong Special Administrative Region since 1996. He serves as Senior Insurance Officer in the Office of the Commissioner of Insurance.

He graduated from the University of Hong Kong in 1971 and qualified as Fellow of the Society of Actuaries in 1994.

Prior to joining the Government, he had had over 20 years life insurance experience in an international insurance company.
