Mr Lockhart has been Executive Director of the Asian Development Bank since 1999, representing Australia; Azerbaijan; Hong Kong, China; Cambodia; Kiribati; Federated States of Micronesia; Nauru; Solomon Islands and Tuvalu.

Previously he was a Justice of the Federal Court of Australia from 1978-1999, President of the Competition Tribunal of Australia from 1982-1999, and Judicial Consultant to the World Bank in Washington DC from 1998-1999.

Since graduating with a Bachelor of Arts and a Bachelor of laws from the University of Sydney, Mr Lockhart has been a Queen's Counsel of Australia and a practising Barrister in Australia, London and New York during the years 1960-1978.

In 1994 he was awarded the Order of Australia.
