Mr Malinis has been involved in the insurance industry for 36 years, 26 years with the Insurance Commission and 10 years with the Cooperative Insurance System. He is the President of the Association of Insurance Supervisors in Developing Countries, and President of the ASEAN Association of Insurance Commissioners. He is also the Philippien delegate to the World Trade Organization.

Mr Malinis graduated with a Bachelor of Laws and has been a member of the Philippine Bar since 1961. He is a Lecturer at the University of the Philippines Law Center, and has been a faculty member of the Insurance Institute for Asia and the Pacific, the Philippine Insurance Institute, and the Far Eastern University of the Philippines.
